Title I Basic - The purpose of this title is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments. Title I Migrant - The Migrant Education Program (MEP), authorized under Title I, Part C, of the Elementary and Secondary Act (ESEA), was legislated in 1966 to provide supplemental instruction and support services for qualifying migrant children. Under this program, migrant students of ages 3 to 21 are eligible to receive federally funded MEP services if the student has made an eligible move within the preceding 3 years. Title II - Title II places a major emphasis upon the importance of teacher quality in improving student achievement. These funds can be used to prepare, train, and recruit high-quality teachers and principals capable of ensuring that all children will achieve to high standards. Title III LEP - to help ensure that children who are limited English proficient, including immigrant children and youth, attain English proficiency, develop high levels of academic attainment in English, and meet the same challenging State academic content and student academic achievement standards as all children are expected to meet. Title III Immigrant - Immigrant Education Program funds are to be specifically targeted to eligible immigrant students and their families through the provision of supplementary programs and services for the underlying purpose of assuring that these students meet the same challenging grade level and graduation standards as mainstream students. Title IV - Funds are used to support programs that prevent violence in and around schools; that prevent the illegal use of alcohol, tobacco, and drugs; that involve parents and communities; and that are coordinated with related Federal, State, school, and community efforts and resources to foster a safe and drug-free learning environment that supports student academic achievement. Title V - To support local education reform efforts that are consistent with and support statewide education reform efforts. To provide funding to enable State educational agencies and local educational agencies to implement promising educational reform programs and school improvement programs based on scientifically based research. To meet the educational needs of all students, including at-risk youth. To develop and implement education programs to improve school, student, and teacher performance, including professional development activities and class size reduction programs. Title VI State Assessment - Funds are allocated for staff training related to mandated state assessments, as well as to facilitate continued testing at the K-3 level utilizing the PALS assessment. Carl Perkins - Perkins is designed to support the preparation of individuals for nontraditional training and employment. This includes occupations or fields of work, including careers in computer science, technology, and other emerging high skill occupations, for which individuals from one gender comprise less than 25 percent of the individuals in that field. Early Childhood - Used to serve students aged 3 to 6 with one or more "developmental delays" in order to prepare each for a smooth kindergarten transition. Early Childhood Nutrition - Allocates funds to provide one well balanced meal per day as part of the ECH program. Also provides for parent training on proper nutrition within the home enviornment. Early Childhood Aide Time - Provides additional support personnel to work with ECH students within the classroom setting reducing the student to adult ratio. Allows for increased supports for low incidence students. Physical Therapy/Occupational Therapy - provides funds to contract PT/OT services to assist students demonstrating need for therapies to increase academic abilitites. Illegal Harassment - please link to attatched document (named Illegal Harrassment) Even Start/Pre-K Program - Since 1999, Humboldt Even Start has successfully added to or built upon existing services in this county to offer a new range of services-all in a literacy-based, family-oriented environment. Through Early Childhood Education a wide range of planned activities have helped children prepare to enter Kindergarten; parent sessions have provided information on good parenting as well as offered a forum for participating parents to share concerns and experiences with one another; monthly home visitations have responded to the needs of participating families.
